Carl Papp, CLU

Principal – President

Carl joined Health Cost Control (HCC) as a Principal and President in 2009. His leadership and guidance to the company is built around 50 years of experience in the health insurance and managed care industries.

He began his career as a health/life underwriter at Time Insurance and shortly after moved into the role of Regional Sales Director for Georgia. After 12 successful years with Time, he started Southern Agency Services, Inc. (SASI) which became the largest national MGA in the individual and small group medical insurance/MET marketplace producing over $65 million in premium.

As the small group medical insurance carriers rapidly left the marketplace, Carl transitioned into the world of PPO Networks and Managed Care. This stage of Carl’s career began in 1994 as the State Sales Director for HealthStar in Georgia, a PPO Network headquartered in Chicago. After two years he sought more national sales opportunities and joined Preferred Health Network. In 1997, he joined Beech Street as Manager of Business Development and became one of their top producers.

In 2006, Carl acquired and managed The Initial Group (TIG), an eastern Tennessee regional network comprising over 40 hospitals and 4,500 doctors. After 3 years and completing 16 years in the PPO Network marketplace, he sold (TIG) and became a Principal and President of Health Cost Control.

David M. Winters

Vice President Account Management

David has nearly 30 years of health care industry experience and possesses a wealth of knowledge about health plan management. Prior to joining Health Cost Control, David was with American Health Holding in a Sr. Account Executive role and served several years as Sr. Operations Manager for Harrington Benefit Services and Anthem Benefit Administrators.

Scott Swarts

Vice President Client Services

Scott Swarts has nearly thirty years of healthcare experience and oversees all of the daily processes for the disputes, contracting, and provider negotiations departments. Prior to joining Health Cost Control, Scott worked in outside medical sales, marketing, and health care durable medical equipment services. His experience and knowledge of standard practices along with excellent negotiation and customer skills enhances his ability to direct the staff and partner with each of our clients, providing his team and our clients with exceptional support. Scott holds a Bachelor’s of Science in Economics from the University of Houston.

Pamela Ellis, RN, CBCS

Vice President Regulatory Review

Pamela has 24 years of experience as a Registered Nurse. Prior to joining Health Cost Control, Pamela’s experience included Medical/Surgical, Intensive Care, Emergency and Long Term Acute Care nursing.

She is a Certified Billing and Coding Specialist and a Legal Nurse Consultant. Pamela has served as a Senior Investigator with the Texas Medical Board, Medicare Fraud, an Abuse Claim Analyst for a CMS Zone Program Integrity Contractor, a Clinical Documentation Specialist at a Texas Medical Center facility; and as a Recovery Audit Contractor Specialist at a local community hospital. Pam is an active member of the National Alliance of Medical Auditing Specialists.
